Intermittent Won't Start when cold

1994 Buick Century - 3.1L engine.
Sometimes when car been sitting overnight, it will NOT start. Has happened three times in last two weeks. Other mornings, it starts fine.
SEL is NOT on.
New Battery.
Could it be related to dampness? Seems to be more likely to happen if lots of dew.
I changed plug wires for front 3 cylinders (getting to the back three scares me.)
