Weak Fuel PUMP - Confirmation?

Ok. I felt this problem sneaking up on me for the past year.
Ocassionally I can start her, I hear a quick sputter, that only last 4 seconds. Then she idles perfect. It did this on 2 out of 10 starts. Not noticeble at all. That happened for almost a year.

This week, I was driving, gave it gas, and she acted like she was empty. I had 1/4 tank. Filled to half, and she acted little better.

I can be driving with the rpm around 2 1/2 give it a moderate gas, and she staying the same rpm. I floor it, she kicks a little (like empty/ slight miss) builds up, then is gone.

I also notice, that, she now doesnt like climbing past 2 1/2 rpm.
Two days ago she didnt like going past 3rpm.

This car easily can get to 70mph without hittin 3rpm.

With the begin of this problem this week, I also notice a slightly rough Idle, not as smooth as normal!!!!!

I already bought a new fuel pump and sock. Its actually in the trunk of the car.

Just wanted to confirm that it is the pump. Even though Im 90% sure it is.

Will a weak fuel pump make my car idle rough?

My car is well maintained:
ac delco plug, wires: 10K

Psi dropped off immediatly after ignition turning off. Psi of 30
New pump installed with new sock. PSI stays at range when ignition turned off. 45-50 psi.

Car has alot of power now. But after replacing pump and sock, a slight miss is there. I replaced the wires with new ones and its slightly better but still there.

Mechanic told me that plugs are not gapped properly is what he thinks. I thought that the AC delco plugs came already gapped? So i didnt gapped them. Im going to check to see if its gapped at 60. I think thats what the Buicks call for.
