Engine Cover

I've just bought a brand new Volkswagen Polo 1.2 E (55) three door. I have noticed that there isn't a plastic cover on top of the engine over where the spark plugs are. There are however three mounting holes where the cover should be.
The car I had before was a Volkswagen Polo 1.2 E (55) three door but a 2004 model, the one I have now is the 2005 facelift. On the 2004 model there was a plastic cover on top of the engine with the VW logo on it and and a 1.2 badge.
I've been into the dealership and they told me "this part is not missing, VW are trying to cut costs and are no longer putting these covers on the 1.2 (55) petrol engine". Is this correct or should there be a cover there?
