Headlight leveler

I drove my wife's Jag a couple nights ago (2003 S Type), and I notice that I could'nt see properly even with the hight beams. The headlamps are focused down in front of the car and not projected out. I adjusted the screws on the headlamps but this didnt help at all. Can anyone help me with this?
