That center piece between the taillights

Hey how do I change my center between the taillights on my 2g so it looks like the rest of the car instead of a tailight??

How many layers of paint to you think would suffice? Also is clear coat necessary?

I did a quick job on mine. 3 layers of paint and 2 of clear coat.
