I always feel that the best way to learn how to use any kind of software is to experiment on your own for hours and hours... However, tutorials can be a valuable tool. I know several people in this forum have written tutorials, but since I'm relatively new to this board, I don't have any links for you. You could try searching for "photoshop tutorial" on a search engine. Also, check out the photoshop tips thread at the top of the list...

Hmm what tips can i give you.

Um don't rush into the editing. It helps if you have a basic (i stress basic) idea of what you are going to do. eg) Lower the car, turn it blue, add a body kit.

The history toolbar is your best friend

Learn to use the path tool (use help if you don't know what it is). This makes selecting stuff much easier, and you can also save your paths!

Use the airbrush on a really light pressure, and then you can touch up little mistakes and it still looks good.

When you find photos to take parts off. Make sure they are good quality, and are on a very similar angle to the photo you are working on. This makes everything much easier!
