Code 35 low speed fan circuit fault. But fuel pump wont work

I have a 2.5 engine, auto trans. 110,000 milies. I have spark as the engine runs when gas is put in the TBI. could I have a bad cooing fan with this code. 35 is cooing fan circuit. could this cut of the fuel pump.
