1976 defrost problem?

My little bro has a 1976 buick rivera with a 455ci engine but we can't find the reason why the defrost doesn't work. The heater works great, the blower fan works great. What could cause the defrost not to work?

I don't get on-line very often, but any advise would be appreciated.
