Brake lights dont work with headlights on?

1990 Corolla. With headlights off brake lights work normally (though they perhaps seem a bit dim). With headlights on the brake lights stop working.

Blinkers work with headlights on or off so I don't think it's a bad ground.

Fuses are all good. What else is there to check? Any ideas?
