theft deterrent light

My plastic "clip" theft deterrent light at the front of the dash by the windshield has come loose. It won't stay down flush with the dash anymore. Does it clip in or what? I dont know if it somehow broke a clip but it will not stay flush with the dash anymore. (98 GTP)
