This is strange but ever since the electrical problem in my 1988 chevy silverado has been fixed the wipers haven't worked. The motor isn't turning even though it is getting voltage. I get around 10 volts at the orange wire, 2.19 volts at 3 other wires and then I know the ground is working because I used the ground to test the voltage. Does anyone know if this is enough voltage? I tryed changing the wiper switch and the wipers still don't work.....:-<

Go to the wiper motor and pull the cover off and push on the curceit board Gm had a sevvice letter out years back to replace the board i did 4 years ago, for the same prob. and it fix it

You could also have a good look at the main connections on the circut board on the back where the connections go through and are soldered, that is where they crack. I had an intermitent working condition on my old 96 and re-soldering those connections fixed it. Oh and by the way you can see the cracks around the pins on the backside of the board easily too, at least on mine you could.

Hey thanks for the replies gentlemen I did fix the problem. The problem was the ground going to the wiper motor. Apparently, 10 volts is not enough voltage to start this wiper circuit. Once I ran another ground the wipers started working.
