95 Jetta no cooling fan

I am working on my daughters 95 Jetta 2.0 and it had a water leak so i took care of that problem and when i warmed the car up to leak check it it started to purge water from the surge tank. I than checked the water temp and it was up to boiling point and the fans were not on. I than made sure their was no air in the system and tried again still no fans. I checked the fuses in the fan controller and in fuse panel they were good. I ran a jumper across the terminal for the fan temp switch the fans came on so i have power to the fan temp switch. I changed the fan temp switch in the radiator no help. I than changed the fan control under the surge tank still no help. I also changed the a/c fan switch in the flange for the upper radiator hose no help. Can anyone give me any other things to look at or help in solving this problem

Check fuses #19 (30A, should be good if you had power to the temp switch) & #4 (15A) under the dash. Everything else sounds correct, where did you get the fan module from?

Thanks for the help boschman I went back through the system and did a continuity test on the switch at temperature and found that the new thermal switch in the radiator was defective took it back and got a new one now it works like it should.
