Astra Turbo diesel 2.0 (UK)

My astra has done 90,000 miles and is becoming very difficult to start. Glow plugs seem OK. An independant dealer says I need a main Vauxhall dealer to check the EMS system (dash warning light stays on sometimes). Has anyone had similiar problems.
