tranny Problems?

I have been expierencing a problem on my 95 Accent, Automatic.
When i come to a complete stop i have to turn the key to right before the starter to get drive to engage, and hold it there unitl i get to about 10 MPH, after that i am fine. but i only has drive and overdive as well, i can start out in the lower gears but they are now drive and not 2 or low?

is this possibly an electrical problem, maybe a bad connection somewhere telling the transmission to do this?

i talked to a friend from a local garage, and he told me it was a Nuetral Lock, and that the cabl for it clild be misplaced or broken and that would be the cause of it not going into drive, he said my car thinks all the lower gears are now nuetral, and by turning the key it resets itself and i can go.
