where is fog / head light fuse??

hi, can not locate the fuse for the fog or headlights on E39 (98 528i). the manual showsthe location of the fuse box to be in the glove box and in the trunk, but neithr location has these fuses. Both my fog lights are suddenly off and I need to see what's up with it. thanks for any info.
