fuel pump and regulator

My local shop changed the fuel pump because of hard start symptom.
This was their fix because low fuel pressure.The first pump was changed and same symptom occured/hard start,bad pump.Second pump and regulator installed,pump made loud buzzing sound after a day of driving.
Returned truck to shop,another rebuilt pump and new regulator installed. After driving several miles buzzing sound returned from pump.Last time in shop installed new Delco pump and new regulator and still the regulator
buzzes loud enough you can hear it through the fire wall at idle.Is this something I will have to live with or is there something they over looked.
Before the parts changing started this sound from the regulator was'nt there, but I had to crank it over several times before truck would start after truck warmed up.Anyone ran across this problem?
