96 Jetta TPS problem

hello, I have a 96 Jetta GLS with 117,000 miles on it. I have a persistent throttle position sensor (TPS) error code that keeps returning every time after I have the codes cleared. it is P0510 Sometimes also code P0121 comes back as well.
I had P0134 at one time, that was the O2 sensor before the catalytic converter, I replaced that & it fixed the rough idle I was getting
I think the gas mileage, which had begun to really get bad, is back somewhat to it's former level, perhaps not all the way to 28 mpg that I used to get, but it's better now with the new O2 sensor.
I am led to believe that you have to replace the entire throttle body if you need to replace the TPS, is that true? Is there something else I can do first?
A throttle body is around $500 US up here in the northeast. If there is a parts place that has it cheaper than that, can someone tell me where to look?
