'94 passport wont start

Having an odd one here.
We parked our Passport last Sat. night in the driveway and it has not started since. Norrowed it down to fuel delivery (fuel pump does not prime). The engine turns, but will not start.
The fuel pump fuse is ok, but ther is no voltage at the relay. I find 3 of the 4 terminals are grounded and the fourth I don't get ground or voltage. Is this a sign of dead pump, or am I looking for a short? It is odd that I get no voltage at the relay, but no blown fuses. I checked all the fuses including the mains.
Does a dead pump ground out the circuit? I really don't wanna drop the tank if I don't have to. The tank was filled just before it was parked and the car is too heavy to push uphill into my garage so I will be syphoning and dropping the tank on the street.
I have been searching the forums, but can't find a similar issue with the relay.

I'd swap another (same) relay into the fuel pump socket to see if that gets the pump working. If not, it's gotta be the pump or the wiring to the pump.

I finaly traced the problem back to a sticking ECM relay that shares the same 12v source in teh relay box with the fuel pump relay.
