'92 Golf - Directionals not working

Replaced a couple bulbs and checked the fuse. But no luck. The dash light is on all the time, not blinking, just constantly lit. Any ideas?

Is the light on bright or dim?

could be the relay

If the light is dim, then you might have a grounding problem
