speedo not working

i need some help trying to find out whats up with it ......its not the cluster becouse i even changed it out and it still dont work .....and were is the speed sensor........i have a 99 mercury tracer ......

The speed sensor is located on the top of the trans. But its more than likely just the speedo cable.
