I too am new here and thought I had the same problem with my 96 corolla. I just replaced mine. My book though also covers '99 models so I will describe the proceedure for this model.
First disconnect the negative battery terminal. I found it easier to remove the whole batter.
Remove the headlight housing mounting screws and pull the housing forward to access the bulbs.
Press the lock release and disconnect the electrical connector from the bulb assembly.
Remove the rubber insulator and release the locking clip and withdraw the headlight bulb from the housing.
Do not touch the glass of the new bulb with your fingers (oils from your hand can shorten it's life).
Insert the new bulb assembly into the headlight housing and lock it in place. reassemble everything.
I purchased my bulb from Pepboy's and made a few mistakes. First, I should have brought the old bulb with me. They have a nice computer that missidentified which bulb I needed and so I walked out with the wrong one. My first clue was when it didn't fit because of the wrong number of grooves on the inside of the connector. My second was not testing my old bulb first which I later found was still good. Although I should have tested the fuses before I proceeded to change the bulb they all turn out to be good too. So, MY problems still exists which is how I found myself on this forum. :banghead:
