Speed limiter/governor

I was wondering if anyone can tell me exactly what I need to do to reset the limiter in my 1998 Century. I figure it involves someone hooking up to the computer, but I would like to know for sure and about how much I can expect to pay. I have a daughter that is about to be 16 and I would like to set the max speed at about 70 for more than one reason..

The Powertrain Control Module (PCM) is what controls the speed limiter which is probably set around 108 mph. In order to change the setting either higher, lower, or removed you will need the PCM re-programmed.
The only company I know of that does custom programming on the GM 3.1L platforms is Digital Horsepower, Inc. (DHP).

I have a DHP v1.0 PCM in my Grand Prix GTP and the speed limiter is removed. The cost was $215 with exchange.
