I've got a 93 gsx and i was wondering if it was pointless for me to install a three inch downpipe if I only have a 2 1/2 inch cat back exhaust. I'm still running on my stock 14b turbo.

no its actually a nice upgrade anything bigger than stock is an upgrade...the power gain should be big enough for you to feel

I already have a 2 1/2 downpipe, how much of a difference would the 3 inch downpipe make?

Turbos hate exhausts, the bigger the better, I would say get a 3" DP

If you already have a 2.5 inch turbo-back y not just get a exhaust cutout. Then you would have virtually no restriciton and it shouldnt be much more than a new downpipe.

It depends on the power you are looking for. I think the 2.5 should be fine for lower power applications, but if you want more I would for sure get the 3". I wouldnt get a cut out unless you can shut it, Mike had to run his car open downpipe for a while while we looked for, didnt find, and eventually customed a test pipe. Man that bitch screamed.
