questions about phone servive and voice commands?

Just picked up my 2002 x type 2.5 without navigation and & was wondering how you set up the voice command option?witch buttons do u push? do u have to have phone service for the voice commands option to work?? & who do i get a hold of to get the phone service set up?? My cell phone company or the jaguar dealer? Is it worth the money??
