z71 no wiring to aux power outlet

Is it possible that a 2003 tahoe Z71 with towing package and just about every option available has a power accessory port in the cargo area that is not supposed to be live? Dealer says that only some packages include this option and Mine doesn't if there are no wires going to it. It's factory installed in the right side wall of the cargo area, has the appropriate fuse installed in the fuse block, but when I took the panel off in the cargo area, there are no wires in sight for it, which certainly explains why it's dead. Seems to me if it's not supposed to work, it wouldn't be there. The one in the dash and the one on the back of the center console are both live and fused independently. Thanks for any input.
