Should washers and nuts be replaced every time?

Hi all,
When reading the manual, it suggests to always replace washers between bolts (e.g., when changing fuel filter, changing oil, ...). Sometimes, even the bolts need to be replaced (Spindle nut on the wheel base, damper fork nut, cotter pin on the castle nut ...). Do you guys always do that? Is it really necessary?

Personally, washers with the fuel filter, yes because it comes with new ones and they are basically gaskets. The oil plug washer I change every few oil changes because I can get them for free. Otherwise, I replace nuts/bolts/washers if they are damaged.
