Help with headlight adjustment 94 GTC Convertible

I have a 94 Lebaron GTC convertible and for some reason, I can't get the headlights adjusted. I have taken the lens and adjustment assembly off of the car, and it looks like the adjustment mechanisms are working properly. However, when I put everything back in the car, and turn the torx screws, the beam just does not move. This is true in the up/down and side to side adjustments. It doesn't matter how far I turn the screws in either direction, the beam just doesn't move. This is true for both headlights. Is this a known problem, or am I doing something wrong? Any/all replies are appreciated.

thanks

A lot of the time, headlight adjustments that old simply rust up out of lack of use....I mean how often do we fiddle with the trajectory of our headlights? Unfortunately, you probably need a new housing. Keep trying, though. Maybe some lithium grease or WD-40 on them will help.

the threads that the screws go into might be stripped.
