Power Steering problem!

Hello all,
I have a 96 chevy tahoe 5.7 190,000 miles vortec 4x4 engine. When it is cold outside my power steering at start up seems like it is locked up for about the first 10 to 15 seconds. It wont let you turn the steering wheel or if you can it is as if there was no power steering. The fluid is full, I have found that this only happends in the cold. So I was wondering if anyone out there has this same problem or know how i can fix this or trouble shoot it.

I had the same problem on my 90 K1500. I called a friend of mine who owns an alignment shop. He said the seal get hard and stiff when it is cold. He recommended to flush the fluid. It made a big difference in my case.
