Need Help-brights Are Stuck On-help

Guys I know this is a Mustang forum, but no one on the Taurus forum has been able to help. Awhile back on my 97 Taurus sometimes when I would use the turnsignal I would hear a loud clicking sound and my BRIGHTS (not low beams) would be on and the blue picture of the headlight on my dash that tells you your BRIGHTS are on would also be on. If I wiggle the turnsignal stalk, tilt the wheel up and down, or hit a bump in the road they would go off. For a few weeks now the BRIGHTS are stuck on and the blue brights indicator light is now off all the time. The only way to get the BRIGHTS off is to disconnect the battery when I go to park. My low beams still work fine, I turn the light (lows) on they come on, turn them off (lows) they go off. It's just that the BRIGHTS (high beams) are always on. The people on the Taurus forum said the multi-function switch and so did 3 of my friends who are mechanics. I just replaced that yesterday, and guess what, my BRIGHTS are still stuck on!! I've checked all the fuses under the dash, could it be a relay or a wireing problem or could it be (hopefully) just an easy fix as to replace the headlight bulbs. Or if all else fails should I just find the wires for the brights and disconnect the damn things. I was so happy when I got the job done, took my time, took about an hour or so, not to mention I THOUGHT I saved about $250, then I hook up the battery AND THE BRIGHTS ARE STILL ON!! PLEASE, PLEASE HELP!!
Skyline I know you are the Car God, but I bet even you will be stumped on this one (I hope not though). ANY HELP IS APRECIATED GUYS......THANKS!!!!!
