Does the parking brake cable always connect to the primary shoe?
Just in case it helps this is the passenger side assembly. The reason why I ask this is because the passenger side assembly is fully expanded(I have a hard time getting the drum off) and catching better then the drivers side.

I had the same problem with Kasey's car. The drum was sticking. Your best bet for getting it off is using a carpenters pry bar with the angled end. stick it in the drum groove while hammer the other end from under the car and start in one spot and work in a circle. Wack at it hard. Your not going to crack the drum cover. Trust me. Should work its way out even if its on there pretty good. Just make sure there is no ring or pin holding the drum on GM sometimes used those.

But why is it expanding more then the drivers side?

They do that. The brake fluid pressure is never the same exact at all hoses and the shoes don't wear completely even at both wheels. So thats to be expected. Kaseys car was the same exact thing. I took his passenger side off by hand and his driverside I had to wack 20 - 25 times with a pry bar and a small sledge hammer to get off. Thats how they are sometimes.
