Electricals acting odd

Went out today to charge my battery. It's been dead on the side of the street for about a week and a half because of all the rain. Went I first started charging it, the battery didn't seem to want to take a charge. Battery % was 2 and voltage was .9. Eventually, I got it to begin to take a charge. All of a sudden, I hear the PCM buzzing in the air filter housing. I ignore the noise and continue charging. Eventually, I can get it up to 69%. I disconnected the charger and tested everything. All the electricals were working. Went inside for three hours and came back out. The battery wasn't completly dead, but it was back down to around 20 percent. What's the deal?

I've heard that sometimes ignition switch malfunction and don't cut the power to the instrument panel, even when the key is taken out. Considering that my battery was so dead, I wonder if I should take it out of the car and hook the charger directly to the battery as opposed to the remote terminals under the hood. Hmm..
