Can I run dignostics on a 1999 Buick Century by turning on and off the key and counting the check engine light blinks on/off? If so where can I find the codes and what they mean?

No! The 1999 is and OBDII system and requires a scanner to read the codes. Take the car to autozone and they will scan it for free and give you the codes. If you post them here someone will help you with your problem.
