How do I replace Turn Signal Indicator Bulb(or LED)

I have a 2000 Oldsmobile Intrigue. The left directional indicator light is not illuminating, however the "clicking" and all exterior lighting is functioning properly. Obviously the indicator bulb needs replacement. My question is:
1. Is it a standard "bulb" ?
2. Or is it an LED that is integrated inside the instrument cluster. If so, how do I get repaired.
I have so far gotten the runaround from the dealer, who believe or not, says he does not repair instrument clusters (he removes them and ships them to GM for repair). Local repair shops are saying everything from "they don't want to get involved with these repairs" to "no problem, it should be a few hours labor".
Please help with any information on how to get this fixed. In New York State, inspections are not supposed to pass with non-functioning interior directional indicators.

Okay I have done this myself. Pls forgive half asleep will post the best I can.
**Also I just want to put out there do at your own risk. It's not hard at all but, I don't want to get blamed for broken clusters**
1)Tilt steering wheel all the way down.
2)remove the screws from the instrument panel cluster trim plate (black).
3)pull out instrument panel cluster trim plate to release from retainers.
4)remove the trip odometer & reset switch from the plate (black) set aside.
*make sure the car is shut down at this time*
5)remove four screws holding the cluster in place
6)disconnect the electrical connector from the instrument cluster. Remove. now you should have access to the back of the cluster.
*if you ever thought about changing the color of the bulbs now is the time. I bought hyper bright leds from local auto store (blue). Cheaper than buying halo gauges.*
7)Turn counterclockwise to release bulb.
8)remove the bulb from the socket, by pulling out. Replace with new bulb.
9)reverse installation to put back together.
