Popping sound!

02 aztec fwd, if you turn the wheel when parked there is a like popping sound, we changed the wheel hub bearing and we changed the strut bearing, it doesnt sound like the tie rod but we think it could be the ball joint... also if you have the car jacked up and then you let it down it will make the same noise, any ideas?... thanks in advance
