You mean fresh AIR vent. Air enters through an opening at the top of the cowl and goes into the ac/heating ducts. I guess if water is getting in through it then it could technically be called a fresh water vent! Does it leak only when it rains or you wash the car, anytime you have the a/c running? Is there a sweet smell coming from the vents and windows starting to fog up? Is your coolant level dropping?

I had something like this a while back but it was coolant.
The heater core might be going bad. As 97bird indicated, if it is the heater core you will get a sweet smell from the vents and the windows will fog up when you turn on the defrosters. You may even get "steam" from the regular vents.
Heaters cores are not that expensive, mine was around $40 but it's getting to it that's the expensive part. If it is behind the dash like mine is then they will have to remove the entire dash to get to it.
Parts and labor for mine were around $400.
