1996 gmc ignition timing

gmc manual states ign timing as +2 to -2 degress of cam retard at engine stopped mode. OBD II scan tool shows 0 deg. at engine stopped and ign on mode. that looks ok, but what does the ecm reading translate to at engine on mode.(Traditional eng. timing degrees aren't shown in GM manual.) that is: with engine running, my scan tool shows 26 deg. is that the reading that cam retard relates to when engine is running. it's controlled by the ECM , but that seems high to me... yet vehicle seems to run fine. all of this is based on my recent replacement of distributor(bad bushing) . i think i got it back in correctly , but thought i'd be sure. thanks.

Was this the right timing for this procedure? Had the same bad distributor on a 99 4.3, Snap-On tools said zero while eng off, 26 deg when at idle. Any info you got would be appreciated.
