My gf had to have a Camaro so I made her do it right and get a 1995 z28 rather than the rs. I test drove it, found out how fast it was and now i'm interested. I want to do some performance upgrades that does not involve ripping the engine apart and dropping tons of cash. I know there is of course the intake and exhaust but are the performance gains worth dropping the $ into them? Also what are some other upgrades that can be done besides the intake and exhaust that will give the best gain for the $ without messing with the internals? And what are the approximate gains?

not really horsepower but you will notice gains as much if not more with a good gear swap.

a cold air intake would make it breathe easier..a good one from moroso costs about $190 out of summit. a computer reprogrammer such as the power programmer III from hypertech helps a little too. i bought mine for $350. depending on how deep you want to get into it, a stall converter helps A LOT, also changing the rearend gear helps bunches

^^ if he doesn't want to start messing with internals I can't imagine he'd want to throw a supercharger on it. Even though technically... you can argue it's just a bolt on.
