Horn problem

Hey! need some help here.

Horn stopped working, so installed a new horn. Still doesn't work.

The under-hood relay on the driver's side shares the hood light & the horn, and the hood light works.

Wondering if it is the switch in the steering wheel? If so, how hard is it to take off?

Or, could it be a relay behind the steering wheel? If so, gow do I get to it?

1995 Olds cutlass Supreme.
