Tweetie won't sing for me

I just installed my Phoenix Gold Octane-R 6.5" components in my civic. The midbass sounds great, very satisfying, but my tweeters... they're making a funky noise. kinda like theyr'e scratching a rough file. its not too bad listening to the radio, i get crap signal as it is, but i def start to notice it when playing a CD.
They're wired fine, and the only wires they run next to are the power windows' wires.
Are they damaged? if they are, i'm pretty much screwed, they're off eBay sold as is (price was too cheap to pass by).:shakehead

you may be sending to low of a frequency to the tweeters. Most components have a built in crossover for the tweets, which usually consistes of a capacitor to block low frequences. Um, well, you can try reversing the polarity of the wires going to your speakers, cause I know a lot of capicitors and polarity sensitive, but I dont think thats going to help anything. You can also get a crossover, or "bass blockers" from best buy or somewhere. Try them, but to me it sounds as though they are fried, and need replacing. sorry man.
