1985 s10 2.8 hard to start when warm

Help!!! I have a 1985 S-10 Blazer that is hard to start when it gets hot. The starter drags like it has not juice in Battery even when fully charged. Can you guys come up with suggestion? Had Starter tested when taken out of Blazer and it registered 10 volts. What gives?
