Steering problem-update-new problem

My 95 Century steering pump was whinning-hard to steer.
Update:
I changed the pump, it was still hard to steer.
While test driving (my luck) passenger side CV Joint and Ball Joint Broke.
Fixed them.
Still Hard to steer.
HELP!
Any clues are welcome,

Disconnect both tie rod ends and turn the wheels see if any binding, of ok , suspect rack or bad pump, air in system, bad pressure hose( restricted)

Thanks for the help.
Since bleeding sounds the easist(?) I think I will try that first. I have jacked the car up and turned the wheel side to side, but with no luck, do you know the proper bleeding procedure?
