Is there any product that can clear the plastic headlight covers?
Why am I so annoyed by it?

Depends on how bad it is. I used a regular auto paint polish on my 95 integra. It cleared them perfectly. Some people choose to use sandpaper first, use a fine grit is needed. Some people also use "plastic polish", I havent ever tried it, mothers polish worked fione for me.

nah, take your headlight lense cover off, and wet sand the front and back of the headlight cover lense with a 800 grit, then a 1000 grit and then a 1200 grit and then use the rubbing compound and at the end, wax. use an orbital round sander/mouse sander. Post some pictures once ur done, so we can get sum examples on the site.
