Wheels/Rims '88 vs '91 Jetta

Hello,
I recently bought some OEM alloy rims off of E-bay for my '91 Jetta. The seller told me he had them on an '89 Jetta. Today I go to the local tire place to have them balanced and installed and they say the holes don't line up correctly. Are they not doing something right or are the rims for those two years actually different? If so, what's the difference?

I believe they are the same bolt pattern between those years, I would suspect they are from a different year.
