I just moved from Chicago to Wyoming and i was wondering if theres anything i need to do to my car due to the thinner air? I have noticed my car has lost some of its pep and takes a little longer to accelerate. Its a 95' 2.2L 3speed. with 86,000 miles.

You have a baro sensor on board that tells the pcm that you have moved, any way you will loose power normally due to the lower 02 at higher altitudes.

Yeah unless you got boost, your engine will become weaker because it is aspirated at altitude. Drop in a turbo or supercharger and it'll go back up due to more air pressure being forced in ;)
