Radiator and Engine Compartment Fans won't come on

I have a 1985 5 speed MR2. The Radiator and Engine Compartment Fans won't come on at any time. I have checked all the relays for continuity and have tested the fans with jumper wires and battery.
I have replaced the fuses for fans and ac switches too. Has anyone in the group had similar problems with their 2s? And how did you fix them?

i have the opposite problem... mine wont' shut off.

you could just wire them to a toggle switch to have selectable all on and all off.
