Get both. You can get an AEM cold air intake for under $200 out the door on ebay and with a little hunting and some luck you can find a header for a touch over $200.

Pacesetter armor coated. Fair price and kick ass quality and performance application. Also I have yet to hear of any fitment issuse like with RKs.

nice, yea those caught my eye the other night when i was looking around at nopi... so i should go with the headers for now?... and wait for the intake and exhaust?

If you end up at a point you cant find a way to knock out 2 things at once then personally I would start off with the exhaust.
