Odd Electrical issues-Plz help!

Hello all- i have a 1995 Accent- 5 speed manual and i just spent a grand replacing the entire brake system, the wheel hubs and the front lower controler arms and now, i am having a (seemingly??) totally unrelated problem that i have never had before with any car.
I thought it was interference from a police car, because the first time it happened, it conicided EXACTLY with the cop car turning on its lights and sirens- my power completely died to my radio, AC fan, lights and dash. My cigarette lighter had my phone plugged in charging, and that never lost power. The car didn't shut down immediately, i was able to drive it out of the middle of the intersection and turn it off, and it turned back on fine. Then, later that night, i had the same problem, except the car wouldn't turn off- i turned it off and took the key out of the ignition and it was still running, although it was sputtering badly- and when i tried to turn it back on, it made that terrible noise cars make when you try to turn them on when they're already on. There was a police car involved with this incident as well- When they parked and shut the car off, i was able to restart my car- no problem.
However- today, it happened again- no police car and this time the car started overheating. I was driving down the road, trying to get it home and the power kept coming and going, and the temp gauge was as far to the H as it would go. there were no strange noises, the car was not running badly, other than no lights/radio and when i got the car home, the fan was running on the radiator.
I am hoping that simply a fuse or a wire has gone bad or come aloose, but considering my luck lately, i'm afraid it's something more. Does anyone out there know what's up with all this, or have they had at least a similar experience? the car does not smoke- thankfully, there is adequate coolant in the reservoir and in the radiator. I looked through the Haynes manual and didn't see anything that really addressed the issue entirely.
I appreciate you taking the time to read all this- but i figure the more details i provide, the better able all you car gurus will be able to understand the problem and hopefully provide insight.
