I have a 1984 jetta diesel engine it turns over but wont start what could it be

Lack of fuel or bad fuel shutoff solenoid, bad compresion.... If you feel desperate spray a LITTLE starting fluid ether into the intake to see if it runs. I say little as it is well known that ether can destroy a diesel engine if too much is used.
