fuel pump relay ground

Does anyone know a cause of the computer turning off the ground to the fuel pump relay? I've been working on this "no fuel" problem for about a week now. The fuel pump simply isn't getting juice. I did isolate the problem down to a ground issue with the relay. I don't know if the computer wants to make the ground to the relay stop working or not. But, when the 1988 chevy silverado is not running or starting the continuity between the frame and the fuel pump relay ground is at around 120. When I turn the truck to "on" mode with the key the continuity goes to 1. I haven't tested in the starting mode. I know the ground to this relay ties in with the ground for the computer.
