Headlight hell

Okay, here goes. I got the MKIII 97 and at random times, when you turn the car on, the headlights don't turn on. Sometimes restarting the car helps and sometimes they just won't come on. Also, i'll be driving around and all of the sudden the ac will cut off, then on again,t hen off again etc. I took it to my mechanic and he said the problem was in the headlight switch (that little box on the left). Is that the problem or is it something else? I thought it was something electronic in the ignition system....idk, help me gurus.

Electrical part of the ignition switch is more common, try jiggling/slightly turning the key to see if it makes a difference.
